About VAT
The A.P.VAT Act will be implemented from 1.4.2005. I am glad that the Commercial Taxes Department has brought out this booklet containing the Act and Rules for educatingboth the Commercial Taxes Department as well as general public and other stakeholders on the provisions of this new tax regime.
The A.P. Value Added Tax Act, 2005 replacing APGST Act, 1957 is a very significantpiece of fiscal legislation on the road to tax reform. The VAT Act has been finalised in Andhra Pradesh after a statewide process of consultation involving all stakeholders in morethan 400 meetings. The new system of taxation is more simple and dealer friendly. It isaimed at removing certain well recognised weaknesses of the single point sales tax system which created unnecessary compliance burdens on the industry and business as well as the consumer. The VAT system is based on the trust between the government and the dealer, and I am confident that this will be fully reciprocated by all dealers.
